In January 2019, the Canadian province of Alberta enacted limits on crude oil and bitumen production. These production controls, a policy referred to as curtailment, represent shift for government that historically avoided market intervention. The was designed shrink growing prolonged price differential between Western Select oil, key benchmark Alberta’s heavy production, West Texas Intermediate benchmark. curtailment created artificial scarcity, shrinking from more than $40 USD per barrel in November 2018 less $15 February 2019. process, this transferred surplus refiners, mainly those US Midwest, producers Alberta. We review large-scale intervention calculate magnitude economic transfer. find increased producer by $659M CAD month reduced consumer $763M month. At margin, every $1 reduction translates into $0.71 gain surplus. further show if Government objective maximize short-run surplus, it should scale back setting rate at 25% rather initial 8.7%.
